Based on an initiative by The World Bank, wiiw started the project in January 2000 with financial support from The World Bank and the Austrian Ministry of Finance. Since 2002, the project has also been supported by Oesterreichische Nationalbank (Austria's central bank). The purpose of the project is to create research networks throughout Southeast Europe in order to
enhance the economic research capacity in Southeast Europe (SEE);
build new research capacities by mobilizing young researchers;
promote knowledge transfer into the region;
facilitate networking between researchers within the region (beyond country borders);
assist in securing knowledge transfer from researchers to policy makers.
 
In the first phase of the project (2000-2001) two research networks were established:
on 'Prospects and policies for long-term development in Southeast Europe', and
on 'Regionalism in Southeast Europe: Opportunities and Policies'.
In these two research networks altogether 137 researchers were involved, 88 of them actively by preparing papers and contributions while the other 49 acted as discussants or special advisors on certain research aspects.
Additional funds were earmarked for projects submitted in the framework of a research competition organized together with CERGE-EI in Prague (see Regional Research Competition).
 
The second phase of the project (2002-2004) (see papers) consisted of three modules:
the setting-up of new economic research groups and research networks in the Balkan region with the aim to conduct high-level research on selected topics;
the continuation of the Regional Research Competition (providing again additional funds for Southeast European research projects);
the cooperation within a global research project under the heading 'Understanding Reform', in which wiiw researchers were also involved, focusing on the Southeast European region.
The research areas were: the path towards accession to the EU; enterprise development and labour markets; unilateral, bilateral and multilateral economic policy coordination; understanding reform.
   
The third phase of the project (2004-2006) (see papers) had the following aims:
to build new research capacities for the analysis of important aspects of economic development in the region and the formulation of sound policy measures;
to further develop research networks in the Balkans with the aim to conduct high-level research;
to encourage new research on selected topics.
The research areas were: labour markets and migration; FDI, trade and exchange rates; and foreign aid.
 
The fourth phase of the project (2007-2008) (see papers) had the following structure:
wiiw organized a research competition with calls for proposals on inequality, migration and fiscal policies;
contributions to the Global Research Project in the form of country studies, written by researchers in the region;
in addition to participating in the GDN Annual Conferences, wiiw organized two workshops at the Brisbane and the Kuwait conference;
the work for the SEE network was complemented by wiiw’s in-house research.
The research areas were: inequality; migration; and fiscal systems.
 
The fifth phase of the project (2009-2010) has the following goals:
to organize a research competition with calls for proposals on inequality and public policy;
to extend the research competition to the CIS region;
in addition to participating in the upcoming GDN Annual Conferences, wiiw will organize a workshop on inequality and public policy for the Prague conference;
the work for the SEE network will be complemented by wiiw’s in-house research.
