State Intervention in the Economy by EU Competitors

Abstract

Given the renewed interest in industrial policies – and state intervention more generally – in Europe and even more so in other places this project aims at establishing a concrete picture of the riole of state interventions in seven major competitor countries of the EU which are the US, Japan, South Korea, China, Brazil, Russia and India. In contrast to many other contributions in the field of industrial policy the project work should also have a strong quantitative component. Where possible, the quantitative information should also be used for impact assessment though this kind of analysis is expected to have to be limited to case studies for particular support programmes or interventions. The project consists of five parts which are i.) a literature review, ii.) a cross-country comparison of state intervention data at the macroeconomic level (e.g. subsidies according to SNA, WTO notifications, average tariff rate), iii.) country profiles for each of the seven countries which include an in depth analysis of industrial policies in the respective country for individual sectors, the role of horizontal policies (cluster policies, regional aid etc…) and according to policy instruments, iv.) case studies on individual state support programmes and v.) a concluding section which puts the work of the previous tasks together and also contains policy recommendations for the EU.
