Abstract
The loss of the UK as one of the most important net contributors to the EU budget because of Brexit, the diverging views over the solution of the refugee crisis and the interpretation of solidarity among EU members, and the conflict between supporters of deeper EU integration and those opposing it will make the negotiations about the post-2020 Multi-annual Financial Framework extremely difficult. In this panel discussion an attempt will be made to identify the most critical issues to be expected and to address possible solutions to the likely emerging conflicts.
Margit Schratzenstaller is a Senior Researcher (Public Finance) at the Austrian Institute of Economic Research (WIFO). Since January 2016 she is deputy director at WIFO. She is expert in the Austrian Fiscal Council and member of the Board of Trustees of the European Forum Alpbach, and she teaches at the University of Vienna. She is partner in the H2020 EU project FairTax (2015 to 2019), where she is working on tax-based own resources for the EU. Her field of expertise covers (European) tax and budget policy, tax competition and harmonization, fiscal federalism, and gender budgeting
Tamás Szemlér, PhD, economist, is currently Associate Professor at the National University of Public Service (Budapest). Between 1993 and 2010, he was researcher at the Institute for World Economics of the Hungarian Academy of Sciences; in 2008–2009 he was the institute’s scientific deputy director. He worked at Budapest Business School as Head of the Department of Economics (2009–2014) and as Dean of the College of International Management and Business (2012–2016). His research topics include the EU budget for more than 20 years now.
Sándor Richter is research economist at the wiiw. His research focuses on the EU budget, new EU Member States, EU enlargement, regional economic integration of the Visegrad countries and East-West economic integration. He is also country expert of Hungary. He has been analyzing various issues related to the budget of the European Union and the negotiating positions of specific EU members and applicant countries.
