Abstract

This project analyses subnational reform needs and investment priorities in Germany to support regional competitiveness and economic cohesion. It contributes to the European Semester by synthesising territorial evidence on structural challenges and identifying reform and investment areas across Germany’s 16 Länder. The analysis includes a review of recent data and literature, expert interviews, and a stakeholder consultation workshop. Key focus areas include innovation, SMEs, digital and green transitions, and governance capacity, with the aim of informing future cohesion policy interventions.
