Abstract

This study focuses on the design and implementation features of Made in Europe, and aims to offer a comprehensive understanding of its economic and legal implications under public procurement. In particular, the study aims to: 1. Provide clarity regarding the options available in terms of: i) public procurement instruments; ii) the feasible geographic scope; and iii) the interactions with other policies. 2. Assess the economic and market impacts of these options through three scenarios, envisaging alternative operationalisations of Made in Europe, particularly regarding its geographic focus and tightness of Union origin requirements. 3. Derive concrete policy recommendations to guide the design of Made in Europe The analysis combines extensive desk research, public procurement (TED) and production (FIGARO) data analysis, a quantitative exercise, four case studies, and stakeholder consultations. The study was conducted in cooperation with CSIL, with wiiw leading the consortium.
