Abstract

This initiative is based on a cooperation between the Vienna Institute for International Economic Studies (wiiw) and the U-LEAD with Europe programme implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It aims to analyse the development needs, potentials, challenges and models of EU regions, and identify among them the best practices that are most relevant and practical for Ukraine in view of its reconstruction and preparation for EU Cohesion Policy implementation. Finally, it should develop a strategic vision of regional development policy for Ukraine, with a roadmap to be discussed with key Ukrainian stakeholders. U-LEAD with Europe: Local Empowerment, Accountability and Development Programme is a multi-donor action of the EU and its member states Germany, Denmark, France, Poland and Slovenia to support Ukraine on its path to strengthening local self-government. U-LEAD promotes transparent, accountable, resilient and responsive multi-level governance in Ukraine and empowers municipalities.
