Abstract

ADB is developing a Trade and Climate Change Portal, a digital platform that will provide diagnostic insights on opportunities for policy action at the nexus of trade policy and climate change. The portal will provide country-specific analysis focusing on tariffs, non-tariff measures (NTM) on environmental goods, and fossil fuel subsidies. In addition, it will be expanded to include analysis on plastic substitutes and environmental services, as well as the integration of the existing database on trade in critical minerals. The objectives of the project are to develop a methodology to quantify the impact of non-tariff measures on trade in environmental goods and to derive a set of ad valorem equivalent measures for inclusion in the portal.
