Towards a new EU anti-poverty strategy

Abstract

This project supports the European Committee of the Regions in developing an effective EU Anti-Poverty Strategy by providing a comprehensive analysis of poverty trends and social exclusion across the EU and its regions. The study will review historical developments, assess the impact of recent crises—including the COVID-19 pandemic, Russia’s war against Ukraine, and inflation—and identify the main structural drivers of poverty. It will evaluate the effectiveness of past EU actions, highlight successful anti-poverty measures implemented at local and regional levels, and assess their potential for scaling up. The study also examines governance structures, the availability of regional-level data, and offers forward-looking policy recommendations to ensure that future EU efforts are impactful, targeted, and inclusive.
