Description

Despite much policy rhetoric, Russia has largely failed to diversify its economy. The presentation will document the extent to which this has been the case before turning to the main explanatory factors. These include deficiencies in the business and investment environment, lack of adequate human capital and skills, as well as the design of policy aimed at inducing innovation. The limits of Russia's approach to industrial policy - in particular its reliance on state institutions and vertical policy - will be highlighted.
